I think so because I don't think that your religion really affects their desicisions. If you are Christan, you going to do good stuff for god, but if you are a good-hearted Aethist, then you will do it because it is the right thing to do. Even if they were required to choose a religion, it does not mean that they would base their desisions off it, so it would be just the same as if they were an Aethist.
Though this is coming from the piont of view of a Christian, I think that it should not be allowed, even though americans are given the right of speech, it kind of pisses me off that someone would be so rude as to put such an offensive sign up. It is true that it won't change the opinion of anyone that has a firmly planted opinion or belief, but what about the people who were maybe thinking of becoming a christian and were shaken by that sign? Plus, most likely if someone were to put up a sign in front of the same building, only with a bible verse on it, it would probably cause even more controversy and arguments than the aethiests sign. Also, it would probably be immediatly removed for being to offensive to those of a different faith.
